What is Harry Potter's Butterbeer?

In the magical world of Harry Potter, butterbeer is a favourite drink of witches and wizards who can enjoy it at places like The Three Broomsticks in Hogsmeade (or the Gryffindor Common Room with the Headmaster isn't watching!).

Butterbeer is described as "a little bit like less-sickly butterscotch" and is served hot and cold in the Harry Potter books.
